They must be stated with sufficient precision that one can objectively use them. This is particularly true of goals and the related arguments about whether they have been achieved. “Increase productivity” is too vague. By how much? 1%? 10%? 100%? Different strategies will be required depending upon the degree of improvement sought. So don’t make your facts vague – make them clear and unambiguous.
